Actually I really like the idea of a natural (constructive) 2♦ opening, showing 6+ like 2♣ (none of this 5-4 stuff please), then 1♦ isn't really "nebulous" but more "let's find our 4-4 major fit". Open 1NT with 13-15, and as for the balanced 11- and 12-counts, open 1♦ if they have a 4-card major, pass otherwise.
The last custom precision I built, we opened 1NT 11-15, denying a 4-card major. It worked pretty well.

A 12 15 NT opening on all balanced /semi balanced hands ( including a 5 card M or a 6 card m) means that the 1 Diamond opening will always be at least four card and the hand will usually be unbalanced.
A good follow up system is needed as the range is a bit wide but the advantages compensate.
