I got tripped up today on this Stayman bid

2C = 2D (waiting)
2NT = 3C

do most play 3C as regular or as puppet ?

I would play whatever you play over a direct 2NT opening. In my case that would be puppet. A number of experts prefer regular stayman over 2NT, which is also fine. Either way I would use the same system over a direct and a delayed 2NT opening.

As David says, play whatever you do over a regular 2NT. In my case this is a non-promissory 5-card Major which finds any 8-card Major fit.
