The initial pass with 11-13 balanced seems very risky in competition.

Here's a simple system based on 2/1 GF ("standard") that could be used to test the claim.

1st/2nd seat:

P: now also with (not just 11-13 but even) 12-14 BAL
1x = standard but never 12-14 BAL
1N+ = standard

3rd/4th seat:

P = 0-7, unsuitable for a 2-level or higher preempt
1 = standard OR (12-14 BAL w/o a 5c major)
1 = unBAL part of a standard 1 opening in 3rd/4th OR < standard opening values, no 5c major, unsuitable for a 2-level or higher preempt
1M = standard except systemic with as little as 8 if unsuitable for a Weak Two
1N/2/2N = standard
preempts: not as heavy as in standard since partner could still have 14

Note that the 1 opening in 3rd/4th is similar to kenrexford's Kamikaze 1, mentioned here.

P-1; ?:

P/1M: as over P-1 in standard
1N = 5-14, no major
...P = < standard opening values
...2+: as in standard over P-1; 1N
(...)

P-1; 1M-?:

P = < standard opening values, either 4 M or (3 M + ruffing value)
1(M=): same as over P-1; 1 in standard, but could be < standard opening values
...1N = 5-14, < 4 S
......P = < standard openinig values
......other: same as over P-1; 1-1; 1N in standard
...other: same as over P-1; 1M in standard
1N = < standard opening values, 2-3 M and if M= maybe < 4 S
...P = 4 M
...2 = 5M4+C or 5M3C(32)
...2 = 5M4+D or 5M332
...(...)
2+: same as over P-1; 1M in standard

Also note that I haven't tried to optimise the system by taking advantage of the fact that Opener in 1st/2nd can no longer have 12-14 BAL. So 1x-1y; 2N is still 18-19 BAL, for example.

Here are 128 random deals to think about:

Spoiler

(E.g. imagine sitting NS with each combination of dealer and vulnerability occuring eight times.)

The example hands seem to include a lot where no one has 12-14 balanced, which I suspect would be the interesting case.

If the opponents pass, I think this approach will work out fine (quite likely better than opening 12-14 balanced); the problem is when opponents jump into the auction (especially with a preempt). For example if the auction goes Pass-(2) and you have some 2434 eleven-count, it is not super-appealing to double (you could easily get killed if partner has nothing) but if you pass and partner has 12-14 balanced you are definitely missing out on a playable partial (if not a 4 game). Obviously you would face the same problem if you were in second seat, but of course you weren't and opponents at the other table (who presumably do not pass on 12-14 balanced) will not face this difficulty.

The P and 1x "openings" in all seats as well as preempts in 3rd/4th are all affected because inferences from the auction (e.g. on defense) can be different.

Yes, I've seen something like that happen a few times.
