We had a hand come up where it went 1NT - (3♦) - ?
And responder held a 3325 Game Forcing hand. He can start with a takeout double, but after opener rebids a major, the hand is a bit stuck. This lead to discussions about whether New Suits are forcing or non-forcing, whether double is game forcing, etc, etc.
Our actual auction went
1NT - (3♦) - X - (P)
3♥ - (P) - 4♣ (A) - (P)
4♥ - All Pass
Since opener thought 4♣ would be a cue-bid agreeing hearts. It turned out that the Moysian heart fit was the only making game, but other than our being quite fortunate, just wondered what methods people played over 3-level interference.

negative Xs bids are forcing, do your best. Looks like you got to a good moysian here. As responder I would probably bid 3N over 3H having made a t/o X, depending on my hand.

Double is take-out, not game forcing. I play all bids as game forcing, though I've recently learnt that, in traditional weak NT Acol, they were constructive NF. I don't think many people do that any more.
It's normal to assume that opener has a stop, so double then bid 3NT over 3M does not promise a stop. So on your sample hand, double then bid 3NT. You've shown interest in non-3NT-contracts, so opener doesn't have to pass. If you were, say, 4315 you can double then bid 3S.

Yes, reminds me of a match we played. We got to a cold 7S, their table had the auction

double is technically take out or negative.
the same over 2nt openening as some is less likely to overcall on the type of hand that they can beat 3nt on so generally the type of preempts made on 3suit/over 1nt are pretty ratty suits.
though i do remember an auction in a Pasadena regional where auction went
2nt 3♦ double pass
3nt pass pass pass
we made 13 tricks when they could have taken the first 7
