starting tournaments

we are a group of 20-30 players belonging to a club closed right now for obvious reasons.
we would like to run our own tournaments under the free tournaments in BBO.
As we are not enlisted in the country Bridge Federation, we cannot run through them.
Is there a way we can can the ability to do that in BBO?
Will we have to pay for that?

any help will be most welcome
