New international forums: Dutch and French

Added two new subforums in the International Forum: for Dutch speaking players and for French speaking players.

The moderator for both is (momentarily) the valiant Rutger Van Mechelen, aka ilfuego333 who has done a fantastic job in migrating Belgium clubs to BBO and teaching players how to find their way around.
