The short answer is "play Matchpoints, not IMPs". It's a function of the table settings and how the game is scored, not how it's presented to you.
The default for tables - odd, but it's become a standard - is for tables set up in the "club" to be playing IMP pairs. They're scored full cross-IMP against up to31 15 other tables that played that board.
In order to score Matchpoints, the host has to tell the table when you're setting it up that it's a Matchpoint table. A warning: it isn't done much (lazy players, or don't care), so it is more likely that the board will be retired before it's played32 16 times. But it will be scored Matchpoint.
If you don't know you're playing IMP pairs and use Matchpoint strategy, I can understand the frustration. But unless you really care, I'd just roll with it. IMP Pairs is a fun game, and the crapshoot part of it (which is definitely there) goes down when all your hands are against the same opponents, and when the comparisons are so random that Matchpoints would be equally crapshoot.
