We play Kokish relays in a big club system in order to show ranges of no trumps

My questions is this is the bidding goes
1♣ p 1♦(0/7) Double
Would 1♥ by opener be Kokish forcing 1♠ or would it be natural showing hearts

Partnership agreement - depends what the double signifies by the opponent. My style is to continue to bid your system since this bid takes away no room.
