Pity BBO Advanced doesn't really discuss competitive bidding. Luckily, players rarely compete much during our constructive sequences.
I'm doubling. I pray its for takeout... Probably makes the most sense to play double as two-way (penalty or takeout)....

Partner may play me to have some hcp in my 2 bid suits h and s but will just have to take that chance..with x he may play me for more scattered HCP.

If the answer is yes, double will probably be the best option. If the answer is no, it seems fairly clear to bid 2♥.
Of course, it's not enough to say "I'd like double to be takeout on this hand," it would need to be a general agreement that after 1M-P-1NT-2x, double is takeout. This is certainly not an unreasonable agreement, and in fact I play this way with most of my partners, but that too is not sufficient. We need a takeout double here to be standard. Is it? The BBO advanced notes are silent on one of the most important issues in any partnership -- which doubles are takeout (versus which are penalty)?
Seems like a good case for a vote, and an update of the notes.

Double of low level contracts are for take-out, unless preceded by redouble, or if it's obvious that the opponents have a misfit.
Accordingly, double of 2♦ is for take-out, because nothing of the above is clear (no redouble earlier, and not obvious that they have a misfit). But that doesn't necessarily mean that I think double is best.
You will see when Ben posts the panel's view.

Showing where my cards are. If double is for takeout, and partner can sit for it or if that gets us to a club contract well, congrats to the geniuses. It's not clear to me without prior discussion that Dbl shows 4 hearts as opposed to just a good hand.
