DOPI trouble

GIB explained 5NT as DOPI, 2 Aces and then passed it. Whats going on?

Makes no sense to me. Assuming that 4NT is RKCB in ♥, then 5♠ interference exceeds 5 in trumps and it would be normal to bid DEPO only. If bidding DOPI all the same, then 5NT shows 2 keycards but denies the Queen. East presumably thinks West is bidding a natural NT with a ♠ stop.
