my bid be 3h or 3nt? which better? what ratio for 3h and 3nt?

3 NT

If you bid anything other than 3 NT, you are likely to leave the only make able contract or best contract behind.

partner can be unlimit - 16+ to ??? but your bid of 2 say positive 8+ but you are not a good positive with only 11. partner know you have 5+ with bid. you have good stop so 3NT is best.

3NT looks right. Hearts stopped, no apparent fit, a little extra but not enough for a slam try.

Agreed, if you're making a slam, partner will have enough to have another go

Frustrating problem. I rank
1. 3N = NAT. Take the money but might miss slam with your Ace extra.
2. 3 = CUE. Keeps auction open but might miss 3N.
