Gib has no concept of what a penalty double looks like.
Even ignoring the double fit which makes it so bad.
Where are defensive tricks coming from? Partner is a passed hand showing a 2-suiter that promises no defense
Doubler has 1 defensive trick.

Odd one. For reference, basic GIB doesn't double (in fact, it doesn't bid 4 either, it bids 4, but 4 based on a simulation seems reasonable).

I agree basic GIB doesn't understand what a penalty double is, but it must be relying on a simulation for a double here.. which you'd think it would get right. It does play 2NT as showing a good hand (by a passed hand, a maximum of exactly 12 points it seems), so you are weaker than it expects, but surely even if you had that a simulation wouldn't show 4 going down most of the time.. would it?

On the other hand, maybe it does make sense (the logic, rather than being a good bid, obviously). There are only a tiny range of hands where you can have the described 12 total points yet not open the bidding - perhaps enough of these allow you to take quick tricks and/or ruffs.

12 points 5-5 and not open the bidding, please..
it has to be a max of 12 points by Gibs methods which over counts. Most of time will have garbage

I think steve2005 means you should be able to bid 2NT with a weak hand. That may be true, but not how GIB plays it.

GIB describes it as 12+ total points regardless of vulnerability or position. (Thus the reason the description for the above auction is exactly 12 points - at least 12 for the bid, and at most 12 for not opening, and the most likely reason for apparent strangeness after that).

So that's what would need changing, and then the double would most likely not occur.
