Is this a proper definition?

East double says " Takeout double --- 13+ TPs ".
Is this definition proper?

It is OK because it has 4 of each major at least but the response bid is poor simply 2NT is better then it bid 3H as not strong.

I think (but would have helped to explain) Lycier's point may be that the descriptions usually include suit ranges, while here it seems to allow any distribution at all.

A take-out double is defined as something like 13+ TP with support for the unbid suits OR 17+ anything. OK this is oversimplified but you get my point.

GIB does not give explanations containing OR.

That's true, but precisely why this sounds like a buggy description. The same auction in hearts or spades, or a direct takeout of 1 of any suit, are all described as 13+ total points and shortness in the doubled suit (because GIB doesn't try to combine the strong hand distribution into the description with OR).
