I'm figuring this would apply even on opener's 3=1={4-5} hands, since with responder holding 4=5 spades=hearts and a sub-invitational hand, the 4-3 fit in spades with a singleton in the short-trump hand is often the best partscore to play. But then responder has to show an invitational hand with Flannery distribution some other way -- a rebid of 2 makes sense, since responder is unlikely to prefer playing there opposite a singleton (or void).
