After 1♠ (2♣) 3♣ (pass), GIB shows the same definition for both 3♠ and 4♠: 5+ ♠, 11-21 HCP, 12-22 total points. I've seen GIB make each bid at different times, but there has to a be a much better way to define the bids.

This is not uncommon. I haven't kept track but this occurs on other auctions too.

I'm glad to finally be able to say this. This problem is corrected in the next version, which I believe is being released soon. All the bids after a cuebid-raise will be more clearly and logically defined.

Well, the definitions have definitely changed in the new version of GIB. It seems not very carefully however; a bid of 3NT by the opener in the above sequence shows exactly 3 spades (yes, by the person opening 1♠).
