Apparently 2 (4-20 points) is stronger than 3 (<20 points). I don't know why 2 shows any points at all.

Because it's a freebid. After opener's double, can float back to P to let them XX with a true bust.

If you have a clear preference for spades over the minors, just bid 2 to let partner know you prefer spades. Partner is not going to play you for anything except for spades.
