if robot will not use information from 4th best leads, why make them at all?

In answer to the headline question, perhaps it is so that a human partner can take advantage of the information?
From unscientific recollection I don't think it generally does a desperately bad job usually opposite a fourth best lead. This hand obviously being an exception.
