I found it by Google on the ACBL convention card: "circle card led". It's where the owner of the card is supposed to mark their leads by making a circle around an "x" or other letters representing cards. I hope this answers the question.

I just decided that I love this misunderstanding. I used "circle cards" in a sentence in the Laws forum. :)
