You can open 2NT with 2 (or 3) voids as a psyche if you want providing partner is just as surprised about is as the opponents. However, if you are using this tactic often enough that partner comes to expect it then you are moving into the realm of an implicit partnership agreement and this needs to be alerted and explained to the opponents. In some cases this might also be an illegal agreement, which would give you a problem.
What you are not allowed to do is have a hidden agreement with partner about a psyche. For example, you might decide that you are going to psyche 2NT third in hand with many weak hands with long clubs. You tell partner never to respond 3NT but always to go through Stayman to cater to this possibility. This would be an example of a concealed partnership understanding and is against the rules.
