Playing Standard American, my first thought was:
1C 1H
1S 2D (Fourth Suit Forcing)
3C 5C

Then I considered that 1C 2N or 1C 2H might be better or do those bids overstate responder's hand?

I'm lost as to how to proceed. How would a partnership likely go about bidding these hands?

I think that you will find that most people would expect that 1♣ - 2NT would show

1. A balanced hand
2. No 4 card major
3. Approximately 10-11 HCPs

If you are playing Soloway Jump Shifts, in which a jump shift shows a strong hand with either

1. A self sufficient suit
2. A NT oriented hand
3. A good suit with support for partner's suit

then you MIGHT consider bidding 2♥ intending to rebid in NT

Personally, I'd like another queen, but its not unreasonable

Surely the response to 4SF with the North (opener) hand is 2NT, since you have a diamond stop? Though I guess 3D is OK to show the shape, if you play it that way.

1C-1H; 1S-2D*; 2NT-3NT seems like a standard auction and gets you to a reasonable-looking contract, particularly on the common diamond lead.

IMHO anyone who passes the North hand wins wimp of the year award.

BTW, need to say if your 4SF is F1 or GF as this may influence how you respond to it.

1♣-1♥-1♠-3N is not silly either, particularly if you bid 2♠ rather than 1 with a good hand.
