Why not bid 3H (showing 4 hearts i presume and a 3 suited hand, oops, but that would be telling)?

It's also rather questionable why it should rebid 2♣ with only 4-4 in the minors rather than simply passing.

Good hand and good topic.
1- Obviously Gibs don't know how to handle with this situation after 4th suit.
Here there are two best examples.
A- When with 1N interference :
B- When without interference :
Result : 4♥E=
2- After 4th suit, here programmers need to improve its bidding rules on Gib CC.
Note 3♥ says " 4+♣,4+♦,4+♥,2-♠,11-16hcp,12-18TPs,forcing to 3N ".
Obviously "4+♥" is impossible, only 4♥.
However Gib has no way to rebid 3♥ showing 4-card ♥, in fact there is no related bidding rule.

Yes.
However if simply passing, unfortunately a ridicuous matter will happen.
Note I only help West Gib to pass after 1N interference at the beginning.
So I think there is no related bidding rule.
