It does say 12-18 total points allowing for as little as 11 HCP. Its real problem is not understanding the double of 4S as simple penalty- pass is your bid you piece of junk.

I think this is only 100% your thinking instead of Gib, even Gib CC has some issues.
After East double, would you have ever thought of passing?
3♣ says "5+♣...", would you really have five card plus ♣"?
It should know that Gibs have no ability to handle with dishonest biddings.

However, I am allowed to take a position as south.
North already took their position by making the underbid of 2C.

According to Gibs evaluation method, after West 1♦, if North Gib want to show its limited raise and cuebid 2♦, this needs 11+TPs. However North Gib only has 10 TPs, only bid 2♣, don't underbid in fact.
