I think this is a matter of partnership agreement about how much pressure you want to put on the person in balancing seat.

I'm a chicken who wants to bid. If my RHO has just 2!S this hand may not play so well and a minus 200 should we get doubled in the possible 3!D contract will not put a smile on anyones face but the opps. If we double which is really the only action you could consider we might be placing a lot of pressure on poor partner. If I am going to get a poor score its because I'm passing. Other tables will face a hidden !S suit making double over an auction like 1H P 2H more common and now everyone doubles which is very sensible. I am willing to go against the field in view of partner holding 4!H most days.

2♥ says "you forced me, partner, and I don't have spades or diamonds". It could be zero high (but what does partner have?) or it could be just under invitational. It could be 2=2 in the majors (or worse), it could be 5. They could be going for 200, they could be making 170, you could be going for 200 or more if you step in, or making 600+.
Flannery - especially 2♦-p-2♥ - is a really good preempt.
I double, but the last time I did that, we went quietly off 2 vul in 3♣. It's easier to remember the times you were active and got bit than the times you were passive and got bit, though, and I'm sure I've given away much much more than that to Flannery pairs.
It is great when it comes up - especially when it's a preempt. It's less good when you have a bunch of diamonds, of course.
