Well, it depends. The first question here is whether pass would have been forcing.

The first question is what is 1NT?
If strong NT, then 2N is either an invitation to game (not so common anymore) or Lebensohl, depending on your agreements.
If weak NT, then 2N shows a strong 2-suiter. See: http://bridgewinners...notrump-part-1/

The answer does not change if the 2♥ bid is natural or a transfer. What changes is which two suits are likely behind the two-suited 2N advance in their weak NT auction.
The transfer by responder has not yet limited their hand. The natural 2♥ bid did limit their hand.

sort of similar and natural/invitational (2 quick tricks up to say a poor 10) with the first sequence promising a spade stop and the 2nd promising a heart stop and little desire to penalize (stiff ace for ex). Some feel this is too small a target and prefer the 2n to show the minors or even prefer 2n to be leb. PARTNERSHIP rules:)

It does not follow from the fact that someone has written an article on Bridgewinners that everyone else has to play their suggested meaning for a sequence.
In fact you seem to have misread the article. The authors point out that (1NT)-dbl-(Pass)-2NT implies a 2-suiter but they suggest playing (1NT)-dbl-(2♥)2NT as Lebensohl.

It doesn't seem like you need Lebensohl over an exit transfer, since you can just X 2♥ to show values.
