Problem with Windows 10 and IE11

My preferred browser for Windows 10 is Internet Explorer 11. I have had this setup for many months. Occasionally, when I try to log in to BBO, I am blocked. The message on the screen: "This content requires the Adobe Flash Player. Get Flash!" This makes no sense, as Flash Player is included in IE11. Clicking the link and going to the Adobe site for Flash Player just confirms that it is installed and working. Sometimes, restarting IE11 fixes the problem, but not always. I can log in through the Edge browser, but I would prefer to stick with just one browser open on my desktop. Any ideas why this happens?

Yes I had same problem
I have 2 users on this computer which is actually Window 10 Pro.
Peculiarly only had problem with 1 of the users, other works fine.
I fixed by using tools->compatibility view for bbo site
more bizarre edge has the same problem and flash is built-in so don't understand how it doesn't work/

I just tried compatibility view - no improvement.
