Sorry for all the English - I find it very hard to write in Chinese. So it's just easier for me to type all the explanations in English.
We found a bug
Somehow the traditional and simplified Chinese language settings got switched.
But to address your other points, the reason some phrases remain untranslated is because if our translators didn't translate a phrase, it will be left in English. News articles don't get translated in general, but those are actually HTML with URL, so if you open them with your browser, you may have automated translation tools like google translator that could help. When an article shows up in Chinese, it's because it was written by someone like Lycier or other Chinese BBOers.
On web vs mobile difference - due to space constraint we can't make our mobile app identical in features to the web versions, though the goal is to make mobile as functional as possible. This version of the app (3.91) adds the friends/following feature introduced a few months ago on BBO, as well as other features like a free weekly Instant Tournament game.
One final important note! This is a subtle change, but in the past, web BBO and app BBO actually could not display Chinese characters in the news headline. In addition, if you tried to send a BBO Mail message in Chinese, it shows as weird characters. The most recent version of web BBO and mobile app fixes this terrible bug.

I want to say a quick Thank You!!! to Lycier here btw. He has helped us tremendously this app release, to distribute the android version fast to Chinese players as well as provided good feedback. Although I hope to know Chinese BBOers more and in fact I do know the few who play Robot Reward a lot with me
, right now Lycier is one of our closest friend. I can't even read/type Chinese well, but with his translation help I was able to communicate with everyone better. So Thank You Lycier and everyone!
I'll update you when the simplified/trad chinese bug gets fixed. We're working on it right now as I write this.
