First,I think you should pass instead of double,the doubler needs 9+hcp,but actually you have 7hcp,only.
Please you abide by the Gib agreements.

Second,Cuebid 2♦ showing 11+hcp is a usual practice of Gib --- let you reopen.

Honestly the best solution is to let West overcall 1♥- it sometimes does that anyway. East raises to 2 and then all pass.
