Gib CC：illogical impossible 3S

Now please look at several example hands.

Hand-A


3♠ says " 2-♥,4+♠,9-11hcp,12-TPs,forcing ".

Hand-B


3♠ says " 1-♥,4+♠,11-hcp,10-12TPs,likely stop in ♦ ".

I am very difficult to understand Gib W bidding 3♠ at three level.
1- if really five card ♠ Gib W hold with 0-2 card ♥,Gib W should bid 1♠ instead of bidding 3♠ at three level.So 3♠ should only show 4-card ♠ at most.
2- After 3♥ -- strong jump with 6-card long suit at least,what's the goal of Gib W bidding 3♠? I don't know.
