What's the difference between 2H and 3H?

I am wondering why opener jump bid 3 instead of 2.
What's the difference between rebid-2 and rebid-3?
Assume that reverse 2 is not forcing a round,I can say for sure that reverse jump 3 must be forcing a round.
So I think 3 should be a forcing bid,but its explanations don't say that.

If South had a hand that could force to game opposite a 0-count, he would have opened 2; failing to do so limits his hand to 22 total points. Therefore, 3 cannot be forcing.

I agree with the human Souths who opened this hand 2, although I know a lot of players don't like to do that with a two-suiter. GIB doesn't open 2 because he counts his hand as 22 total points and won't open 2 unless he either has 23+ total points or intends to rebid 2N showing 22-24 HCP.

Human Souths made all sorts of choices in the balancing seat. Here's the one you're looking for. The differences are:
  • 2 can be bid with simple reverse strength (16) whereas 3 requires more (20), and
  • 3 requires better than 2 does, because if partner chooses (as happens on this hand) he must do so at the 4-level.

I'd prefer 3 to show 5-6 rather than simply being stronger than 2.

Very good reply,very reasonable explanations.
However I still think 3 should be forcing a round,even though it is very reasonable for what you said.
Usually it is unnecessary for opener to jump reverse bid showing strong hand,if it really do so,it should show a decent strong hand with good suits distribution.

Standard rules of reversing apply where responder kept the bidding open. If responder passes the opening bid, no rebid by opener is forcing.

Jump reverse 3 is really forcing a round.
Maybe you ask me why not open strong 2?
Two suited in strong hand is forbidden in opening strong 2.

It's "forbidden" by you and many other players, but not by GIB. GIB did not open 2 because he counted his hand as 15 HCP + 5 distribution points = 20 total points, which GIB thinks is not strong enough for 2. GIB never counts tricks, only points.
