Difficult to understand Gib's pass bid

As we know that Gib W should bid 3 with non-forcing in competitive sequences after 3.
Now I am difficult to understand Gib W's pass bid with 4-card support,very strangely.

GIB is very bad about understanding "competitive" bids; he basically thinks all voluntary bids are invitational. We have had many threads devoted to this. GIB presumably thinks 3 by West over 3 would show 16+ total points, because he doesn't want to risk being at the 3 level with 15 opposite 6.

I don't know any such thing. I wouldn't dream of a voluntary 3S raise directly over 3H with this hand. GIB did just fine here.
