Given partner is a passed hand it should probably cue bid.
Don't know why GIB doesn't want to try opening 3rd seat. IMO 11 hcp + singleton + both majors = clear opener.

No,I disagree.
If doubler can't promise 4-4 majors at least,why can it make double bid in the passed hand?
If doubler really hold 4-3 majors in the passed hand,it will look awfully silly.

(1) What's wrong with getting spades in the picture? What if East tried double on 5431 with bad spades, maybe you want to be in the 9 cd fit which is better able to stand bad breaks?
(2) It could well be plus EV to double on some 4351 type shapes. Don't think you have to be so dogmatic that takeout double by passed hand 100% guarantee 4-4 majors.
Even if you think double guarantees 4-4M, I don't see any advantage in West concealing the spades and not cue bidding with equal length, knowledge of the double fit can help in deciding whether to bid again over further competition.
