I'm surprised West passed over 3♣. I'm also surprised that East would make a bid described as showing 18-19 total points. (Note, it's not clear to me whether it's the bid or the explanation that I think is the problem.)

Kind of humorous, W underbids, E overbids and they get to the normal spot.
