Should 1nt maybe be 8-11 rather than 9-11?

Should 2s really show 13-17 total points? Seems to me the upper end of this range can try 4 and invitational 3. Why can't this be say 11-13 or 11-14 that would rather play spades then 1nt, and not really be inviting game at all?

Can East ever have enough for 4S? Would not 3S (or 3H) show max, Pass min?
