3 here just shows 9+ with no upper limit.
To me:
2 shouldn't have such a wide range of 9-13. 9-11 maybe? Or maybe like 8-10. I underbid a bit allowing for a light balancing double and also for the questionable spade values.
3 should show maybe 14-16 total points, 12+HCP?

I was going to auto-bid 4 until I noticed it still only showed 9+.

What it amounts to is, if the description of 2H causes GIB N to want to raise, the description is poor, since the hand is a clear pass of 2H.

In general I agree with you.
You said that "2 shouldn't have such a wide range of 9-13. 9-11 maybe?".
why not?
Suppose South seat hold KJ7,AT73,32,KJT8,now after 1,how to bid for south? bid nothing unless passing.

Why not? Because with stronger hand than 9-11 I am going to bid 3 to strongly invite game, not 2 only. I think south on this type of auction should be able to bid 2 quite freely with 8-11- point or so. But that also mean that North should not raise it. If the range is played so wide and South can often have 13 points then North feel like he cannot pass 2 lest miss game.
