How to think about this Gib hand?

3♦ says " 6+♦,15-17hcp,16-19TPs,forcing to 3N ".
According to my experiences in the past,I know I shouldn't trust the explanatins of Gib,so I pass.
The result provided that my choice is right.

1♥ says " 4-♦,5+♥,11-hcp,9-12TPs".
In fact I have 7hcp only with 8TPs,is it wrong for me to bid 1♥?
If it is my fault,I should pass.However if Gib hold 3-card ♥,especially with honor in 3-card ♥,we will lose game for sure.
If it is not,jump 3♦ should be non-forcing .


How to think about it?
Where is the problem?
