Is this a normal negative double? It surprised me, but I don't get out much...

Well, it's negative in the sense of showing a bad hand in high cards opposite a 2♣ opener. It's pretty standard for double = bad hand at lower levels. Whether this should still apply over 4M is up for debate, perhaps double should show some other hand type over higher preempts.
It's not negative double in the same way as after say 1h-(4s)-x where it can be played to show good hand, minors.

Yes,but here Gib system needs to be improved.
Here double is negative with denied any strength,I think it is a sort of negative responsive bid.
However Gib don't play positive/negative responsive bid.

- -> Pass is positive hand 8+TP
- -> Double is 0-7 TP.

Positive pass cannot have 5+ cards suit, so it's 4441/4432/4333 shape any. Otherwise it would bid it naturally instead.
