We've discussed competitive auctions like this one a lot. I think 3♠ should be a competitive bar bid; South has 2N, 3♣, 3♦, and 3♥ available to invite game.
Also, if 4♠ is an acceptance of an invitation, its description should probably reflect something stronger than that of the 2♠ bid.

Very good topic,very good discussion.
I think it is a problems on how to define invitational or competitive,and how to select conventions,for example,actually it is a "123 stop" convention for what you said.
If play "123 stop" convention,you are correct.
If don't play that,of course,willingness to bid 3♠ is invitational instead of competitive.
