2♠ is clear-cut, but I say no to 3♠.

I do bid 2S, but I'm tempted by pass, since I have a lot more defence against hearts than p might expect and he might well bid 3S or 4S over 3/4H expecting me to have less wastage in the heart suit.

Robson/Segal recommend pass + bid spades later on this sort of hand.
I'm not going to do that here for one simple reason: I don't know responder's strength, so it's better to show right now I have a min strong club and leave level decisions to him.
Hence, 2♠.
