Playing standard yes*. With 4 spades you would double.
* There are other schemes where it either shows 4+ or is artificial, but I assume you just want to know standard.

It's more specific than "after interference". 1S shows 5 after a 1H overcall, but promises only 4 had the overcall been 1D.

The answer is that it depends on your agreements, NOT on the system. For me it shows 4.

The case of
1m (1♥) 1♠
more or less has a standard, which is to dbl with 4 spades, bid 1♠ with 5. But yes, some pairs (good ones even) play this in some other way.
There is considerably less consensus on the case

for which the "standard", if there is one, usually depends on the country.

the answer to your question is related to the question, what X instead of 1S
would show.
If X is a neg. double, but does it specifically always show 4 spades.
My impression is, that the meaning of X is area dependend, and it is certainly
true, that in North America the standard meaning of X is, that it showes 4S.
Why cant I bid 1S, when holding 4+ spades, the bid I would have made without
the intervention. Which is be the natural reaction, if you dont invest a lot,
and we are in the Natural Bidding Section.
Tell us where you live, and we may be able to tell you, what the standard meaning
of X is in the area you live.
but if X showes 4 spades, than you dont need 1S to show 4+, a natural change would
be, to change the meaning so that 1S showes 5+.

you could modify 1H / 1S response that it promises 5+, if X showes 44 in majors,
a 1H / 1S response will need to be made with 4+.
