3♣ says "preemptive---7+♣,♣Q,6-13TP.
I wonder whether it can include strong hand --- 12hcp with 2 Ace at three seat.

GIB counts this hand as 13 total points: 12HCP plus 1 for spade doubleton. (He negates points for heart and diamond doubletons because of his HCPs in those suits.) But, this hand should also meet his criteria for 1♣, so it might be that his priorities are different in different seats.

Perhaps this hand does meet them, but it should not fit any requirements for a 3 level opening in any seat but 4th.
