Neither of these are jump shifts. The "shift" indicates a new suit. Not that I am disagreeing with you that GIB's behaviours here seem strange.

I'm guessing that the internal (not the one printed) requirement for 3♠ in this auction is "rebiddable" spades, which in Gibberish means 6 or 5 good ones. Then, there's a hole in the system that prevent the second South from finding a 3N response.

yes second hand has to bid 3N. Even though it might not be right if opener doesn't have some sort of ♣ stopper.
