Holding this hand, GIB opened 1NT and E intervened 2♠, spades and a minor. I bid 3♠, which is the fast stayman, GF with four hearts and no spade stopper. GIB chose to bid 3NT, showing the stopper, rather than bid game in our 5-4 fit. I'm guessing this is a bug in the priorities, since clubs could be wide open so there's no reason to expect 3NT to be better.

I wonder if it's a bug? Would GIB bid 4♥ with 4 but not 5♥?
unfortunately you didn't display the actual hand so you cant see the bid explanations for GIB.

I played this in "anonymous play" on the iPad, so you'll have to believe me regarding bid descriptions.

Thanks for reporting.
It's bug due 5th major. Initially GIB used to open only with 4 cards and now since it was allowed to open with 5th balanced major it bid 3NT instead.
Fixed in next version.
4M is having priority , then comes 3NT.
