Gib N pass with "The Law :10 trump" after 3♠ ! Here,why not play "the Law :10 Trump"?
I often played this kind of hand before,and Gib always keep silent.

If you don't aree with me,now I can afford the more informaions on it at below.

Here 4♣ says :5+♣,11-hcp,12-total points,but it seems that 4♣ should be alerted as :The Law:10trump->game support,5+♣,16 total points".

I think 2+♦ is not exact cards,it must be 4+cards.

The point ranges are different because GIB is a passed hand on Hand-2, so his strength is limited to 12- total points.
