1st Hand I would open 2♥s unless we agreed to play solid preempts 1/2 seat. Your partner has a clear raise to game.
2nd Hand I would also overcall 1♠ and would be very annoyed if partner bids 3N on this. 2♣+2NT is plenty

I'd actually have more sympathy with a 2S overcall. At least then partner can appreciate it might be a long suit of poor quality and not necessarily the thing to lead when you are in defence. These days people make simple overcalls on quite strong hands, and there's a case to be made that they should at least promise a suit you'd want partner to lead. One can of course agree quite different things, but then provided you haven't devised a splatter gun you'll be on the same wavelength
