LHO opens 1♠ out of turn, partner doesn't accept, RHO will be barred from first round of bidding if LHO bids spades at first turn, totally barred otherwise
I suspect not everyone will agree with these choices.
The real question is "what's your rebid over partner's 1♠ or 1NT, or in the case of Precision, 1♦?"

1♦ seems normal. I don't have a problem with 1♣ (strong) either.

I could pass, hoping that LHO will jump to 4♠ or 3NT, and double for a top.
