vs. a strong NT, yes. Vs. a weak NT, no. The yellow tab says this is a strong NT; so, I would. Dunno if my 2D to show them affects the decision, but it does give us an extra "out", in case CHO has long diamonds.

If you are playing DONT, this is the hand for it.
DONT is designed to get in on distributional rubbish. This is distributional rubbish, so get in. If you don't get in on this, which is fine, then stop playing DONT because it doesn't fit your style.

I would bid, but I don't expect this to be the most popular decision in the room. I think this is an auto-bid in balancing seat, and I'd feel better bidding in direct seat at MPs than at IMPs.

I would act in the balancing seat only.
Vulnerability is more of an issue when holding hands that are too flat or have soft values. High card strength requirements alone needn't vary much with vulnerability.

The trouble with bidding is that it helps declarer play the hand. LHO only needs half the remaining points to have enough for 3N. I'm not so worried about getting too high ourselves.
I jump in:
1) In balancing seat (where it helps partner if he or she is on lead against 3N).
2) If declarer is known to be weak enough not to be able to use the inference.
3) W/R, because at that vulnerability our agreements are such that I might jump in on a good 4-4, so it's harder for declarer to pinpoint both the high cards and the length.

Declareres abillity has nothing to do with it.
The only concession: If I know, it is not a reg.

Rik is right: Bid with this hand or forget about DONT.
And as others have said: Thinking about bidding against a weak NT would be an overbid.
