Without interference it is a strong hand, if you bid 3♠ on most 18-19 balanced it would be a maximum semibalanced hand or a 5431, maybe 6421, which was unsuitable for a splinter in your style (stiff ace or king).
With interference I like to play it as the same but I think most people cuebid with the (semi)-balanced hands. In that case it would be 5116 with minimum HCPs.

Like helene wrote except that I would not rule out balanced hands and would say that 5422 is one of the most common shapes. If you wanted a description, it would be: "Values for game (on power) with 4 spades and no shortage suitable for a splinter raise." An example hand might be ♠KQxx, ♥Ax, ♦Kx, ♣AKxxx.

Yes that's what I mean by maximum semibalanced. My sentence was a bit convoluted though

An important point is, if partner is a passed hand or not.
That Opener showes a (semi)bal. shape is necessarily the case, if partner
is a passed hand.
After an intervention, it will also be relevant, if you play splinter same
as without interference, or if you play splinter only in their suit
After interference I would also guess, that the shown high card strength
drops, i.e. that game bidding is a bit streched.
Without add. discussion you may not have a forcing raise av.
