#1 X is neg. up to 2S

On a quick glance, I was not able to find the req. for a neg. X on the 2 level,
for a 1 level neg. X, you need 6+

#2 Cue is forcing to game, with no clear direction for the moment

You did ask about a competive seq., and the section about "Competive Bidding" is only
on 1 page, so you cant expect a clear answer from the booklet / from the SAYC gods.

My take:

#1 pass
#2 if partner reopens with a X, bid 3D

This seems right, but I don't know about the final action. Anything could be right, including the penalty pass.

The first part of the problem is easy. The second part is very difficult.

It was intended as a complete summary of the things, SAYC says about competitive bidding situations.
If you know the complete summary, you know, if the SAYC notes cover the situation or not.
And if I give you another add. Ace, but make the your spade holding xxxx, than the shape is still
100% wrong, than the neg. X is at least an option, ... or not.

Are you misreading the auction? The unbid major is hearts, not spades.
