When I attempt to join a tournament table to kibitz it says error could not join table
I sign up as a substitute a lot and I think that's the problem.
but it occurs even when I haven't signed up recently or for another tournament which I have not signed up as a substitute.
also occurs when I remove my name from the substitute list or when subbing and the player returns
also occurs when I haven't signed up as a sub in my current session

For tournaments that have kibitzers disallowed you cannot join (not sure how exactly you are trying to join the tournament table, normally there is a sign on the table showing that it does not allow kibs)
If you are talking about the last tables of a tourney when tourney is about to end, I think you are trying to join tables just as they are closing down. The list of tables does not refresh in real time, so by the time you choose a table to join, that table has already finished last board and closed.
