GF bids in competition should not show 25+

In *non-competitive* auctions, one can reasonably require opener to have game in hand when opening 2c and FG opposite nothing, there's space and tools to stay lower. But GIB does this in competitive auctions also, where this is just not practical. On a lot of competitive auctions where I force to game opposite potentially nothing, it defines these things as 25+ then it makes some ill-advised slam try having a few queens (or even just a queen and jack!) and goes down or risks going down unnecessarily. Most of these FG hands are in the 19-21 ish range. In comp over preempts, one has to be able to assume partner has say a 7 count; he isn't going to bid game on his own with 6-7. You'll be too high if he's truly broke, preempts work sometimes. But you'll be robbed blind if you don't find the games when he does have a smattering of values which is more common than being totally broke. Accepting Lebensohl, bidding 3c, can't reasonably have a range of 14-24!

So can we look at all these game bid in comp rules where "25+" gets triggered and adjust them down 6 total points or so?

I had another one, GIB had basically Tx QJTx xxx xxxx, I had bid Cappelletti 2d over RHO's 1nt, forced to game on a 17 HCP 5-5. GIB said this is "25-30", and bid blackwood showing "8-9" despite having a 3 count.
